The President's Ambitious Prediction on American Energy Investment in Venezuela Meets Industry Doubt.

Industry experts have voiced considerable caution regarding optimistic claims that US large firms will quickly pump billions of dollars to revive the country's dilapidated oil infrastructure.

Demand for Solid Assurances

Without an solid promise of full reimbursement from the Washington, analysts expect global energy giants to move with significant hesitation.

“It would be hasty to speculate on any upcoming plans,” a representative said recently.

The aggressive timeframe of under 18 months was publicly suggested. Nevertheless, realistic assessments suggest a longer timeline.

A Likely Timeline

“It is likely going to take 36 months for any significant recovery in production,” noted an chief investment officer.

He suggested oil companies would likely spend:

  • Year one: Sorting through new government and security contracts.
  • Year two: Investing in rebuilding of infrastructure.
  • Final phase: Starting to boost production.

The result could be an increase of around 500,000 bpd perhaps by late 2028.

Desire Versus Readiness for Investment

Analysts draw a key distinction between companies' curiosity and their willingness to spend significantly.

“I think their curiosity is an high score, on a scale of one to 10. However, their appetite is a four or five, because there is significant uncertainty yet.”

Veteran diplomats in the region share this caution. The expectation is that firms will politically call it fantastic while actually proceeding with deliberate slowness.

The Vast Price Tag

The financial outlay would be colossal. Research analysis suggest that adding between half a million and a million bpd would require over $10 billion in investment over two to three years.

However, returning production to historical levels of around 2.5 million bpd could require a monumental $80 billion to $90 billion over six or seven years.

The Pending Question of Federal Guarantees

The idea of energy companies being reimbursed by the federal government has been repeatedly floated. However, concrete details on such a mechanism have not yet been provided.

Without clarity is the main impediment for the industry's caution. Companies seek guarantees against sovereign risk and the risk that a different government could renege on any deal.

“You need to be protected from sovereign risk, that we’ve seen in Venezuela already.”

Therefore, while political optimism runs strong, the financial risks suggest a path of extreme caution for any large-scale financial commitment in the country's energy industry.
